
The Structure of University Governance in Canada: A Policy Network Approach
Abstract: Although a number of theoretical frameworks have been employed to analyze university governance and decision-making, the utility of each approach in the empirical analysis is limited since each begins with a template of normative characteristics of institutions. This study utilizes the concept of policy networks as a whole new analytical lens, and emphasizes that the character of decision-making is largely a function of the interactions within the policy network. Supported by extensive survey data, this study focused on the internal governance of Canadian universities, and described their legislative foundation and the main components of their policy networks. In the last session, this study discussed three issues associated with Canadian university governance: the structure and balance of participation, the boundaries of authority, and the capacity for governance reform.
